研究自述
我的主要研究領域是經濟社會學、政治社會學和比較研究。在經驗研究(empirical research)上透過產業之間的比較,討論東亞國家的經濟發展模式。以下概略叙述近期的研究方向:
(一)比較兩種東亞發展模式
我在過去和目前的研究當中,嘗試回答:「以中小企業為主體的台灣,經濟如何轉型與升級?」既有文獻多認為後進國的產業升級是依賴國家和大型企業共同合作,亦即所謂的南韓模式。我透過台灣和南韓自行車產業的比較研究,提出另一種升級模式的可能性:以中小企業為主的競爭模式。這種以中小企業網絡為主的生產組織模式有幾個特點:(1)組織網絡是建立 在相較平權的社會關係和結構下;(2)權力擴散的網絡讓知識和技術能擴散到不同部門;以及 (3)這樣的知識和技術擴散,產生了更多種技能,使中小企業能應付多變的狀況,更具有靈活性。相較之下,南韓政府所扶植的指定產業(targetedindustries),例如汽車和鋼鐵產業,雖然成績亮眼,但無法延伸到其他產業,形成了經濟發展的雙元現象,也限制了中小企業的創新。
(二)社會結構與經濟結果的關聯
網絡(network)和組織層級(hierarchy)何者更能解釋組織治理模式,是長久以來的研究論辯。我的研究嘗試將論點向前推進,突顯經濟體中不同網絡類型的重要性,以及對於經濟活動的影響。進行中的實證研究有兩項:1)藉由比較台灣和南韓的產業聚落(industrial districts),檢視一個成功的產業聚落的社會條件。初步的研究成果顯示:橫向或水平(horizontal network)的組織網絡,較有利於培植產業聚落,而垂直網絡(hierarchical network)則導致組織內的專屬發展(captive development)。(2)從台灣的自行車產業,分析不同的組織結盟關係(例如下游廠商、公會團體、中小企業之間等)和技術學習、創新的關係,試圖找出創新發展的社會條件。
(三)國家力量與經濟發展:重新思考台灣案例
我的另一項研究計畫試圖釐清國家角色和各種制度性安排,如何導致台灣自1970年代以來,走向出口導向的產業發展。目前解釋台灣戰後經濟發展的社會學文獻,大多強調健全的國家產業政策,或是中小企業的跨組織生產網絡(inter-firmnetworks)。然而,這兩種研究取向以各自選擇的案例來支持研究發現,可能有選擇性偏差(selection bias)的問題,或是指出台灣中小企業網絡的特性,卻無法解釋小規模企業如何成功進入國際市場。我的研究計畫嘗試蒐集長時間的相關資料,研究1970年代的中小企業如何進入國際市場,記錄在地生產網絡連結到國際市場和出口的過程,進而探討政府制度性安排(institutional arrangement)在其中扮演的角色。
